Potency Enhancement / Hindrance: This paradigm enhances the recipient's Charisma (Willpower) attribute.  The base cost is twice the experience point development cost it would take to make a permanent increase.  Since the cost to raise the attribute may vary from recipient to recipient, a basic chart will outline several possibilities (assuming no Edge to begin with):
